Yes. They welded the stainless plates to the stainless posts but the result was the rust ring at point of contact

Calling @armyadarkness for an official call on this as I never weld SS.
My SS header on the Kawa only has that discoloration where the four pipes go into one where it would be near impossible to get a polishing tool in the crevice. The rest of the welds are super shiny and bright.
Besides, it's for a dumb exterior railing! I've never seen a post holder this nice in spite of plenty of pricey Trex jobs.
Those were for that railing/deck project. Each post came with a small plate that went over the base to hide it.

That is a variegated dogwood with its fall berries and some late flowers
